There are just a few things I'd like to know about pets and the like for prisoners :3 First of all, how would a prisoner get hold of a pet? Is it just that if they had a suitable one (i.e. small neutered canines, male firelizards) when they arrived they're allowed to keep it, or is there a system whereby well-behaved prisoners get a pet as a reward? Second, do canines sleep with their owners in the prisoner barracks or are there kennels somewhere else on the Weyr's grounds? Third, it says that if a prisoner misbehaves, their pet will be taken off them. If they then behave well will the pet be returned to them, or will it have been killed after being confiscated and that be the end of that? Lastly, if a prisoner were to Impress a dragon, would the prisoner rules about pets not apply to them or would they still be limited to one? Sorry to ask so much, just wanted to make sure I understood everything.

Questions are awesome. Ask as many as you like.
Generally, your first approach to a prisoner getting a pet is correct. They're allowed to bring one with them provided it fits regulations. However, if they don't have one when they arrive, and they want one, it's not impossible for them to get one. They could, for example, befriend a guard who's willing to bring them a puppy from the outside. Or they could make sad eyes at L'vey since he seems to think pets constitute a form of therapy.
Dogs sleep in the barracks, there are no special accommodations for them. Though food is provided for prisoners who have dogs or flits.
If a prisoner misbehaves, and has their dog taken away, they might be able to get it back, provided they show good behavior for a suitable amount of time. It wouldn't be a, one week bad, one week good thing. They'd have to show sustained change, we'll say, at least three months. Firelizards, however, are killed (since they can't really be 'taken away' in the traditional sense).
Weyrling prisoners are as yet an unexplored quantity. Which is to say, I'm not sure. They're considered on probation so a lot of rules are loosened. And certainly once they graduated they'd be considered 'free' and could have as many as they liked. But Noz and I will have to discuss what limits might apply while they're still weyrlings.
