... OR rightly accused, I'm not judging.
Anyway, so you say that the prisoners are aloud out of the walls during the day, if they are good people. =D Good people are always nice.
But do they, the Weyr, have any means of restricting prisoner's movements such as handcuffs? Tanners would be good for making handcuffs, or legcuffs, especially if the Tanners are good and can make solid cuffs. I'm guessing that the cuffs would be made out of leather instead of metals because of the lack of metals... if there were cuffs in the first place. I was just thinking that because some prisoners need to have cuffs for protection of other prisoners, and sometimes even solitary confinement doesn't knock that out of them. So... cuffs or no cuffs?
And what about the food of the prisoners verses the guards/dragonmen/whers?
And the living quarters. You say they're in barracks at night, the prisoners, but what sort of things are in the barracks? Is it just a cot, perhaps a bench? Or is it communal for the non-violent prisoners?
What types of food are grown outside the walls of the Weyr? Crops or are there orchards as well?
I'll think of more questions as I come up with them. =D

Non-violent prisoners who show good behavior are permitted outside the Weyr under guard to work, without any sort of restraints. Violent prisoners who show good behavior would also be permitted out, but they would wear leg cuffs, yes. They'd allow for walking, but make running difficult.
Prisoners who show good behavior are fed well, but plainly. No deserts, no fancy meals, but plenty of foods, heavier in veggies than in meats. Guards would have more meat, better prepared food, and more variety. Prisoners who weren't on good behavior would generally be fed less, and denied any 'perks'. Not quite bread and water, but no klah, very little meat, lots of simple soups and the like.
Barracks are basically lines of cots. Very simply living. Shared chests for each set of two prisoners for personal belongings, though those might be searched at any time. No real privacy, period.
No orchards, or even particularly tall plants are grown. Lots of tubers, medicinal plants, things of that nature. They don't want anything growing that might allow a prisoner to hide.

I have more questions now.
As far as bathing goes, are prisoners aloud a certain bathing time? Or can they bathe whenever they want, as a guard is always in the bathing place?
Prisoners always have to wear the red (and Weyrling prisoners always weyr orange?), I'm guessing. But are the suits like prisonmate suits of Earth where they could wear a tanktop underneath the suits and unzip the top of the suit or something just in case it's too hot or something?
As a prisoner, what would one be able to do for free time? I believe you mentioned dragonpoker somewhere (or I might be imagining things), but are there cards, scrolls, dice?

We're going to say they can bathe when they like, and the bathing facilities have a constant guard.
Prisoners wear red jumpsuits. I'm going to say unbottoning the top would be a no-no, but they would be permitted a sleeveless version of the jumpsuit during the summer months. Weyrling prisoners, however, only have to where a specific shade of yellow. They aren't limited to jumpsuits.
Free time would be fairly open, though it'd take place, obviously, within the walls of the prison. If they're outside, they're working.. There's a harper who'll give (supervised) lessons to those interested. Cards, scrolls and dice are obtainable if they can find someone willing to sell them to them. They wouldn't be allowed say, to play darts, though. Nothing pointy.

Hmm, do you think the Pernese have baseball or football? They'd be named different names, of course, or perhaps soccer... because McCaffrey never really talked about that. It'd be easy to get a ball--a wherry bladder, or even a runner bladder. I wanted to know since I was going to suggest it to Z in a thread... and am still going to suggest it, I just wanted to know how that'd go about coming into fruition.

I think soccer is the most likely? Certainly they must have some sport, even if it's one unique to Pern.

What lithle said! Except if there is a ball involved, it wouldn't be allowed to be very hard or heavy - nothing that could cause damage if thrown at the person.
