With Warden V'tya and Yusuth dead, along with several other figures in the Weyr, the Dragon-Watch has decided to crack down on the previously 'relaxed' state of the prison. They have sent not just the former Leader of the Dragon-Watch, but the founder of the Dragon-Watch, M'onk of Bronze Mihkath.
He's bringing with him two squads of brand new guards - affectionately known as the 'Random Squads', chosen for reasons no one really knows. They've arrived only a few days after the breakout to take the place of both V'tya and the fallen protectors of the Guard.
M'onk is a temporary replacement, sent to get things in order before any further steps are taken. His first act of business was to declare the titles of Weyrwoman and Weyrleader obsolete in the prison, and that the title of 'Warden' or 'Overseer' is that of the upmost authority.
They'll arrive four days after the breakout.
